OCDS-based analytical solution for public procurement
Our solutions have been selected to deliver information on public procurement to citizens, NGOs as well as professionals via visual graphical results which easy to understand and to process. The aforementioned changes could be achieved through the implementation of a public procurement reporting tool for the national electronic procurement system. The implementation of the public procurement tool requires the development of data infrastructure and analytical infrastructure.
The data infrastructure includes retrieval of original data, its conversion to the OCDS structure and finally, storage of standardized as well as structured data in a dedicated centralized database. The core objective of developing data infrastructure is to ensure a single source of the structured public procurement data providing data evidence on public procurements and public contracts. Existing and future electronic government services and digital registers could be able to access all relevant public procurement data and to integrate if needed for future e-government services, business intelligence as well as data monitoring tools.
The analytical infrastructure provides a user-friendly interface which enables to produce interactive reports with analytics on public procurement which support data-driven decision-making. Under the assignments of the EBRD TC Facility, the Qlik has been chosen to lay the foundations of the analytical infrastructure in Ukraine, Moldova, Armenia, Belarus, Kazakhstan, Kyrgyzstan owing to its ability to support the full spectrum of business intelligence use cases.

The main challenge that developers are faced during datamining from the 1C accounting systems is the absolute absence of any common standard of the table and table field naming rule. When looking inside 1C Database we will see huge number of different tables with confusion names like: _Accumreg10146, _Document134, _Reference70, etc. and the same is for table field names: _IDRRef, _Rd1078, _Rd1085RRef, Rd1689_RTRef, etc. Both table names and field names have nothing to do with the information stored under those names.
Another one important fact is that the table and the table field names vary for different installations for the one and the same Configuration Version. Table and table field names are forced to be changed (regenerated) after significant changed done in the 1C Configuration. It is a usual practice that 1C developers have no concept regarding internal database structure because they use interpretation language that performs all the required translations using metadata stored internally.
In order to solve this issue and deliver for 1C users and data mining developers, RBC Group Company developed 1C Script Builder. 1C Script Builder is the most convenient tool that establishes integration between 1C and Qlik products.
1C Script Builder is designed as an External Processing Module of the 1C System. The main purpose of the 1C Script Builder is automatic generation of the ETL script that will perform datamining from the 1C 8.x version databases. Salient feature of this tool is that 1C Accounting system database can run under any RDBMS (Oracle, MS SQL, BD2 and other RDBMSs, supported by 1C) or built-in file-oriented database (1CD).
1C Script Builder supports two methods of data extraction: directly from RDBMS, using SQL queries and REST interface via OData protocol.

Given the vast numbers of tables and table fields, their relationships, software components derivation structure, physical and logical tables, enumerated fields, and a lot of other features of the Infor LN functionality, it is a rather hard job for developers to write a ready to use data loading script.
Infor LN Script Builder makes possible to extract the whole Infor LN Data Dictionary, transform and store this information as a single data model and receive a ready to use data loading script (including the required Enumerates, Rounding, Data interpretation) by simply selection the table and table fields needed.
